Objectives

Pre-school Education Programmes

  • To form an organization which implements ECCD policy in the Ministries
  • To publish Operational Guidance (leadership, organizing, promoting funding, using the fund, collaboration, etc.)
  • To set the baseline study field in regions and states to check the needs and supplement for pre-schools
  • To survey  the baseline study field and build schools for extension of the pre-schools
  • To draw and publish a draft-plan that is calculated for the expenses to extend the pre-schools
  • To collaborate with the supporters who provide the finance to implement pre-school education
  • To undertake pilot study on the Early Childhood Intervention and Rehabilitation- ECIR to be able to forbid the discrimination of the children who are in special need and help them get full of capability
  • To support integrated package for pre-school education to the remote places where minority of ethnics, who have a small income, live
  • To upgrade the efficiency of pre-school teachers and pre-school management committee
  • To carry out pre-school quality assurance system in accordance with the criteria set by the government

 

Basic Education Programmes

  • To arrange the plans to draw the maps of location and school campus and to collect EMIS list of pre-schools and basic education schools
  • To extend the existing schools, to upgrade the schools and to build the new schools
  • To provide teaching aids to basic education schools (KG kit, story books for primary schools, middle schools and high schools, laboratory equipment and musical instruments and sports facilities
  • To encourage those who actively participate in basic education
  • To make pilot-testing  for strengthening free compulsory primary education system
  • To support the children who are likely to leave school (eg. Feeding nourishing foods in school, awarding stipend, finding other ways to reduce the school expenses, co-operating with non-formal education)
  • To carry out the plans for the children who need special education
  • To assess the quality assurance of schools
  • To arrange finance to improve the quality of the school
  • To encourage the parents to take part in the plans to observe the quality of the school

 

Basic Education Curriculum Programmes

  • To revise Basic Education Curriculum
  • To write prescribed text-books and teacher’s manuals, and to compile teaching learning resources
  • To publish and distribute prescribed text-books and teacher’s manuals
  • To establish the centre for curriculum development and to upgrade the efficiency of the members of the curriculum designing group
  • To encourage the curriculum management system and curriculum assessment system

 

Education Assessment Programmes

  • To make education assessment and examination get better
  • To make efficiency, cooperation, management and supervision stronger

 

Teachers’ Training Programmes

  • To upgrade the participation of the teachers in basic education reforms
  • To establish the systems for the teachers’ quality assurance
  • To implement a system which carries out appointing the teachers,  giving promotion and transferring justly
  • To give the teachers’ training and revise the teachers’ education curriculum for short term
  • To modify block teaching plans and assign the partner schools
  • To strengthen the management of teachers’ training department
  • To prepare for the renovation of the pre-service teachers’ training curriculum for the long term
  • To draw the plans for the development of in-service teachers’ training
  • To provide a short-term training course in the whole country to undertake the new curriculum

 

Non-formal Education Programmes

  • To implement Myanmar Non-formal Education coordination committee and the policy for  Non-formal Education
  • To draw national level Non-formal Education basic information and data
  • To extend non-formal primary education plan that has equality with formal primary education
  • To extend and make pilot study on non-formal middle education plan that has equality
  • To develop a framework for assessing quality assurance of national non-formal education
  • To carry out the system of giving certificate of national level accomplishment
  • To undertake the plans for the development of teacher’s qualification and teachers’ training

 

Quality Assurance and Management Programmes

  • To strengthen National Academic and Quality Assurance assessment committee (NAQAC)
  • To perform a quality assurance system
  • To compile sectors by sectors
  • To empower the cooperation of the whole sector
  • To carry out the plans of the improvement of efficiency

 

Higher Education Programmes

  • To empower and renovate administration and management of higher education
  • To launch national level and university level quality assurance system
  • To upgrade quality and respective sectors of higher education
  • To promote the status to catch up with the development of local and international level after bringing out the cause of the low quality
  • To advance the quality of  higher education curriculum
  • To raise equal learning opportunity in higher education
  • To upgrade the quality and effectiveness of distance education system
  • To carry out to improve basic research foundation for the universities

 

Technical and Vocational Programmes

  • To design necessary curricula and syllabi based on necessary skills according to the training concerned
  • To supply necessary teaching aids, efficient teachers and staff
  • To promote the quality of the headmasters/ headmistress, administrative staff and teachers
  • To extend short term and long term vocational trainings that are relevant to staff investment plans and human resource development plans in regions and states
  • To make the arrangements to provide the scholarship for human resource development
  • To do monitoring and evaluation regularly in training schools
  • To manage to be able to use technological and vocational funds by NGO and INGO as their own funds
  • To build up Polytechnic Schools
  • To carry out the system of TVET information management
  • To install the information concerning private training schools into the system of management
  • To perform the research on technological and vocational education
  • To carry out the collaboration between government and private projects
  • To set up the training schools and to open teachers’ trainings and practical trainings for  technological skill for pre-service and in-service technological and vocational teachers
  • To set up quality assurance system for technological and vocational education
