To get freedom in education in accordance with Myanmar National Education Law and other educational laws
To welcome the advice of expertise, non-governmental educational organizations, representatives selected by parents, teachers and students when the ministry and respective ministries formulate the education policies
To get the opportunity to establish Teachers’ Union as well as Students’ Union freely in higher education institutions in line with the charter of the respective institutions
To collaborate in upgrading the education
To allow establishment of private schools in accordance with the law set and encourage their cooperation in education
To conduct inclusive education
To create an education system that advances lifelong learning and continuing education
To utilize modern technology to upgrade education standard to international level
To give knowledge that can be applied in socio-economic life
To establish autonomous universities
To practise the university entrance system that the students can choose based on their desire and qualification
To be free from interference of religious and political affairs in institutions
To implement free compulsory primary education system and to extend to other levels
To nurture new generation as intellectuals and intelligentsia in human resource development
To implement quality assurance system in all educational sectors
To reduce centralization
